In the graph above, the purple bars represent policies for students, green bars represent policies for school employees, and orange bars represent policies for school visitors.
So, in 1999, 61 school districts in N.C. allowed no tobacco use by students anywhere or at any time. But only 8 school districts extended that policy to include school employees, and only 6 included school visitors.
So that means that out of the entire state of North Carolina in 1999, only 6 school districts had 100% tobacco-free policies (no smoking allowed by anyone, anywhere, at any time).
